We focus on M&E, so that you can improve your programmes. Our evaluation experts are skilled in a full range of M&E services, spanning clarificatory evaluations, process monitoring and evaluations, outcomes evaluations and impact assessments, and M&E framework and system development.

The Uweso Consulting team helps clients achieve real progress, whether that means ideating new programmes or improving a current offering. A core strength that our team brings to this process, as evaluators, is the ability to develop and document the underlying logic of interventions.
CE is a process to develop an in-depth understanding of programme coherence, in the form of a logical strategy to affect the desired outcomes and change. To accomplish this, our team conducts an in-depth analysis of the following programme areas:
- Problems being addressed by the programme
- Needs of the programme beneficiaries
- Context within which the programme is implemented
- Rationale of the programme
- Design of the programme
More explicitly, the CE process tests the plausibility of the programme theory and logic model — in other words, whether a well-designed, well-implemented and well-resourced programme will lead to the desired outcomes and ultimate impact.
During a process evaluation, the team measures whether the programme is implemented consistently with its planned design. Essentially, a process evaluation is about the uptake of services and the fidelity of programme organisation processes.
When process evaluation is required as an ongoing function, a programme process monitoring solution is developed to track key implementation indicators. Alternatively, a performance monitoring study could be conducted, which involves the tracking of key performance metrics.
Programme outcomes are the changes resulting from programme activities. These outcomes can be evident immediately after a programme (proximate), with very limited change in the programme's social context.
Similarly, changes in the social context only become apparent over the medium- to long-term (distal), which is the impact. Irrespective of how well a programme is designed and implemented, the ultimate judgement of its success is the extent to which the desired changes in the target population or social condition are realised.
M&E system development is a significant, yet essential, undertaking to institutionalise evidence-based programme decisions. Congruent with the proven methodology first proposed by Markiewicz and Patrick, our team follows various overlapping steps, commencing with a readiness assessment, through development of programme theory and indicators, and culminating in a monitoring and evaluation plan.
Additionally, we can develop tools and reporting templates as required.
Getting programme stakeholders to find common ground is not always easy. The Uweso Consulting team's approach is to do a lot of the groundwork to identify nexus points for ideas to intersect.
Our process is to analyse data from multiple sources to identify needs. Consistent with client requirements, we then develop strategies to harmonise current interventions, or to ideate new interventions.
A project approach is central to how we execute all our projects. We believe that a robust project management approach allows project owners and teams to understand the complex system of relationships and tensions inherent in programme design and roll-out.
We do not simply support our clients to execute a list of project plan activities. More explicitly, we view programme management as having a finger on the pulse, so that we can assist you to steer projects according to objectives, milestones, technical requirements, dependencies, interfaces, timelines and budget. Throughout this process we continuously assess risks and stay connected to key stakeholder expectations.
